Vern here: This is posted as Luis Huang because he was the first to discover the name of this police murder victim, who was killed on August 9 at 10 a.m. by Tustin police in 8 km from Irvine de Huang’s house. His name is Luis Manuel García and he had two daughters. No doubt Tustin’s police “feared for his life” when they saw this unarmed homeless man come out of some bushes and “approach”, and had no choice but to open the door. fire on him. Fortunately, under the new AB 1506 this case will be investigated by the State Attorney General, Rob Bonta, because you just know DA Spitzer would find a way to justify the murder after 14 months of procrastination.
Sequel – The August 10 debut report from The Times‘Melissa Gomez, an open letter from Luis Huang and an announcement from Monday’s candlelight vigil. Huang will investigate and write further about this case on the Orange Juice blog:
State Department of Justice investigates fatal Tustin police shooting
by Melissa Gomez, Los Angeles Times, August 10, 2021
The state’s Justice Department said on Tuesday it would investigate and review a case in which a Tustin police officer shot dead a man.
At around 10 a.m. on Monday, Tustin police were responding to a report of a suspicious person near the 15400 block of Williams Street when a man “quickly emerged from the bushes,” the Tustin Police Department said in a statement. The man was “advancing on the officers,” and one of them shot him, the department said.
The man, who has not been identified, died in hospital.
Following protocol, the police department informed the DOJ of the shooting. The California Police Shooting Investigation Team has been deployed and is investigating the case.
The power of the DOJ to investigate the shooting falls under AB 1506, which took effect on July 1; the law allows the department to examine police shootings involving unarmed persons for potential criminal liability.
Atty of California. General Rob Bonta launched the investigation team in July. Bonta said based on historical trends, he expects the team to investigate 40 to 50 fatal police shootings per year. The DOJ is investigating another shootout involving two Los Angeles police officers.
Police Sgt.Tustin. Matt Nunley said Tuesday night that the police department would cooperate with the independent investigation.

I hope you find this email to your liking. The Garcia family is not doing well. My friends and allies shed tears and suffer from insomnia.
At present, this movement against the Police Shooting Death by GSW of Law Enforcement Firearm (AB1506) is known only to a few civilians concerned … But this movement will gain momentum. This is my personal guarantee.
There is a universal consensus between Dems and GOP and NPP and BLM and BIPOC and Homeless Advocates and M4A AB1400 and mental health advocates and human and civil rights advocates and Cable News and opinion bodies etc etc etc. Peace officers. Complete stop. (Similar to G. Floyd’s murder conviction of 2nd degree manslaughter.)
Those who want a bit of justice, dignity, peace of mind and vigilance for Mr. Luis Manuel García, I doubt we can rest. We look to our leaders. Now. For management. For healing. For something. Can we get help for a candlelight vigil? Can the Garcia family receive any information on the whereabouts of Mr. Garcia? Can they receive advice ??
Painful and helpless, Luis M. Huang, civilian, husband, resident of Irvine – August 19, 2021.
Candlelight vigil for Luis Manuel Garcia
Monday August 23, 6 p.m.
15400 Williams St, Tustin, CA 92780
Please join us for a candlelight vigil / demonstration for an unarmed member of our community who was shot and killed by Tustin PD on August 9, 2021. He was struggling with homelessness and mental health issues. We don’t have a lot of details on this as the cops aren’t releasing any information and the family is in the dark. We need the truth. We want justice! No justice? No peace! Monday August 23 will be 2 weeks! Bring a candle and a sign and help us get some answers and maybe a fence for the family.
